Bad door lock actuator?

Hey guys, hoping someone can confirm whether or not my drivers side door lock actuator is bad and needs to be replaced. Heres is what its doing. When the harness is plugged into the actuator, i cannot unlock the door from the outside, the lock will not budge to the right. When i unplug the harness i can get it to lock and unlock from the outside. Also, if i plug the harness in and try to use the unlock or lock button from inside the car the drivers will keep making the noise like it is locking but the nothing is actually moving. So my guess is the actuator has gone bad and is jamming up when plugged in. What do you guys think?
