Uh oh! RUST

I have some rust coming up on my right rear quarter panel.
I was wondering what was the best way to take of this...

Get rid of it asap. If it reaches the panel joint [wheel well], it'll start eating away both. I've already had to deal with this. Ended up making a lip and welding it back onto the panel.
