I was thinking if i get it to make the scoop fit into the sunroof panel and just take out the motor for the sunroof so it cant be opened anymore,not sure though.......i need to get a few other ideas

Why not make it modular. Take out the OEM glass - and make a modular panel that can go in its place with the roof-scoop attached, like so:
This way you can put it back to factory spec if/when you want to.
(i took the blueprints of the wrc car and used that scoop, and its location, so it should be accurate for this illustration)
