Good set of wheels and tires?

What would be a good set of wheels and tires that are reletively cheep and would be good for rally? i was thinking of maybe trying to get my hands on a set of sti wheels if they fit, but maybe im just an idiot.

15" is the smallest that you can put on with stock brake.
16" might be the best.
BTW, cheap wheels are not strong.
Strong wheels are not light, unless they are forged (or expensive).

STI wheels won't fit. Nor WRX Wheels, and RS rims are basically the same. They all rub massively. I tried fitting them on my 185
