can i put these rims on my toyo without mods?

brand: ATP
model 6100 honey comb,
7Jx15" ET38
center hole 57,1
bolt pattern PCD 5x100 (Audi A3 e TT Mk1, Golf Mk3

Those will fit just fine. The center bore of 57.1 means that you should use a 57.1/54.1 centering ring for proper mounting, otherwise they are very close to original 5th gen wheel specs.

One thing you'll have to watch are the lug nut seats. Since German cars use bolts instead of nuts I'm not sure if you can get lug nuts to run those or not.

You can. Worst that could happen is the seat shape is different, so that you have to buy new lug nuts (mag (flat)/60 deg taper/ball seat).
