90 alltrac idle

HI guys I have just got my car running and have some questions. The main problem I have is the idle is very high, as in it goes from 1700 to 2000 rpms in a cycle. Starts at 1700 and slowly goes up to 2000 and then drops to 1700 and then starts all over. My air fuel meter says it is very rich if it is right. Could my cold start injector be stuck on? Can I just unplug it to see if it gets better. I have no engine light on, is there codes if it is not on?

I got 20 inhg on my vac/pressure gauge at idle, which it is idling high.

Idle Speed Control Valve is likely bad.
test it per bgb.
Or, you might try pinching/valving off the air feed to it to see if that pulls the idle down like the ISP valve should.
