In NZ, we have ownership records through registration, but that is inaccessible to us. We do have Carjam, which is like your carfax and that is about as much info as we can access.
You can check via registration from car fax, but it's a little hard to determine if the previous owner moved around a lot because it creates multiple hits even though the car hasn't changed hands.
