88 All-Trac wont go above 3000 RPM??

I have an 88 All-Trac I picked up this summer and yesterday morning was the 1st single digit weather Ive experienced with this car. The check engine light came on imediatly after start. It seemed to drive fine for about 10 minutes or so. After it went through a heat cycle however, the car "will not" go above 3000 RPM in any gear.
The Turbo, hoses, and intake are all good and intact. Any Ideas?

When mine did the same thing I had major fuel system issues from rot inside tank .... clogged 2 filters fairly quickly and then had to change the gas tank out ....

It was a bad intercooler water pump. Sent the car into limp mode on the ecu.
