Do you mean ARP head studs?
The factory head gasket on the 2nd gen 3sgte is composite and not metal like the 3rd gen, so with age, a large increase in boost can cause it to fail. I don't think installing ARP head bolts alone will decrease the risk.
If you want to make a difference, I would personally take the cylinder head to a machine shop and have them deck it flat if required. Then reinstall with a metal head gasket and ARP studs.

If you don't change anything, I wouldn't risk increasing the boost much more than 10 psi, but there are lots of discussions on this forum regarding this topic.
