Purpose of these? Needed with coilovers? I'm assuming they go in between the strut and the strut tower ....

I think they are to make it bolt plus and maybe act as washer for the strut bolts. I am using them to make a spacer.

They go between the strut towers and the strut tower bars, no clue what they're actually for.
