What is this thing? Cruise control vacuum pump

Does anyone know what is this and where are the vacuum lines supposed to go? The two vaccum ports are marked "ACT" and "VAC". On my car the "VAC" port goes to a port on the manifold. The "ACT" port is plugged with a bolt, which I am guessing is not where it went originally. There are also two wires going to this thing, which are not visible in the picture.

I believe that is for the cruise control. I removed mine with no ill effects.

its a vacumme canister, it makes it have constant vacuume when boosting on cruise control such as going up a hill.

You are right. It is for cruise control, but I think it's a vacuum pump. According to an incomplete wiring diagram I found online, ABS equipped altracs have a pump and vacuum switch, presumably to turn on the pump under boost. I can't think what it has to do with ABS, but that's what it said.
