Error Code 71

I have a 1992 all trac and my check engine light is constantly on when I drive. Today I checked which error code it was and it was error 71. The FAQ says that this is the EGR gas temp below acceptable level. I was wondering what I should do to go about fixing this problem. If I took out the EGR system would there be any way to test what is wrong with it or would I simply have to replace it? Any help would be appreciated.

you can still remove the whole egr system with block-off plates instead of replacing?

I just got the same problem today except I just can't remove it cause I live in Cali and we require it to pass smog. So I was wondering can a cracked hose cause this problem?
