It lets exhaust bypass the turbine in order to limit boost.
There are 2 types of wastegate, internal and external.
CT26 comes with internal wastegate. If you look at the turbine side of the turbo, you will see the wastegate door (flapper). The door is connected to the wastegate actuator (via wastegate arm or rod) The actuator push/pull the arm to open/close the door when the boost is high enough to overcome spring setting in the actuator.
CT20B (similar to CT26)
Supra CT26 with single flapper and arm removed.
