Turbo upgrade/rebuild help in western Canada

Hi folks, I'm fairly new here.
My 92's turbo isn't making full boost and I think I can hear it rubbing against the housing when I step on the gas (metallic rubbing noise) so it's looking like I need do some work.
I was wondering what people would recommend in regards to a few things:

Where should I go to get the turbo rebuilt? (Calgary is closest to me)
Should I be looking for a used/rebuilt turbo to replace it with instead?
What is the best way to go about finding a replacement?
What about the upgrade to the compressor wheel I've read about, how/where can I get that done?
What will I be looking at for cost on these repairs/upgrades?

I've been reading through the forums and there's a lot of stuff to sift through. I figured it might be nice to have some advice from someone who's been there so to speak, and from some people closer to where I live.

If i learned anything from the forum about turbo rebuilds and replacements, it's not worth it to rebuild. what i've noticed is that brand new ct26s go for almost as much as a decent turbo upgrade like a GT28 and buying a used one would give you a question of "how long will this last before i need to buy another one?"
