Some more ideas from Celica people in Europe:
1. Gut the thermostat. Leave the plate with a hole as restrictor for flow.
2. Install a larger aluminium radiator with 2 pusher fans.
3. to control fans use two 3 position switches. Constant on, Off, thermoswitch control for positions. One switch for each fan
4. Using thin sheets of polyethilene or urothane make air ducts so that the air that comes in past the bumper doesn't escape up, down or into head lights but gets forced into the rad.
5. If the car runs too cold use cardboard to partially cover radiator and reduce air flow.
