Secondary cat on a USDM ST185?

Wondering if the circled object in the picture below is the secondary catalytic or resonator? Anyone in California know if this can be replaced with a 50 state universal catalytic converter?

It is a cat....
The place that did my exhaust installed one that was a California converter (I think)
It's been like 6 yrs lol

Thanks for the info. Getting the Alltrac ready for next year's smog. Hopefully, it passes.
