Bogging out

Setup: Bone Stock ST165 with a gutted cat.

Problem: Whenever get on the throttle, turbo spools, but performance isnt up to par. It sort of bogs out, then will suddenly come to life and take off. Just bogging out down low like that when the car first takes off.

Any ideas. Oh and the car has run fine except for this issue for about the last 40K miles.

Plugs, wires, cap, rotor, vacuum leak...then look in more depth like AFM.
Any codes?
Somebody else help me with this brainstorm...

Did you dump the clutch when you launch?

no codes.

pretty sure all the ignition components are fairly new, always good about regular maintenance.

AFM?

no, this is a friends car, and he doesn't tend to beat on the car like that at all. He said its happening when he is on the freeway and tries to accelerate quickly, so I am assuming it happens when he downshifts and tries to get on it.
