camry revs kind of high

Ok I got another problem
the 99 camry revs to about 1500 rpm the first time I start the car and let it idle. Once driving or warming up it's back to normal again.

I first thought that is was just the weather but it got warmer again and it still does it.

The only thing that is not set up right is the air filter element which the mechanic that put it in didn't get the right size so he just kind of squeezed it in there. Still I don't see how that would affect the idleing.

Any help would be nice. Thanks in advance.

That's how every car I've owned idles when cold?

wat a beast man....its not a problem....its idle inrichment....a engine needs to run rich wen its cold...so the ecu richens the air/fuel ratio for easy starting and idling wilest cold...and wen u make a engine run rich it brings the idle up...the more lean it is the lower the idle.....if your car doesnt have a fast idle then theres something wrong with it ahahaha
