Hp is derived from torque and rpms, if you have an engine with a lot of torque but can't rev very high then you'll get a very torqey motor with a low peak hp output. Another way to look at it is that you have an engine that is very efficient at a lower rpm than at high/redline rpms.
The WRC cars most likely have a very different hp and torque band than most street cars. Largely due to the restrictor and different design changes to work around that.
