What happens is that hairline cracks develop in the solder joints on the
circuit board inside the heater control unit. I fixed 3 of the damn things!
(my 89GTS, my 88 ST165 and g/f's 88GT sheesh!) When you remove the heater
control unit look very closely or use a maginifying glass, to find any
cracks, then reheat and/or re-solder them.
*I also recommend that you remove the piggyback board that sits on top of
the main board, as it hides a big portion of it. The cracks develop over
time, age, heat, vibration, cheap solder, etc and the result is no
continuity of electricity. The unit defaults to the cold setting, that's why
it may blow hot temporarily, then default to cold.
