drivers side headlamp low st185

help! i already bought a new headlamp but thats not the problem. i metered the wiring with a voltmeter and the voltage is low ( around 4-8 volts which should be around 12volts). i check and metered the headlamp relay and thats good 12volts. do i have bad wiring or is there something else i can replace or check? has any one had this issue?

Actually I hafd this problem with my gts. It was a fuse. They must work off more than one fuse or something but I pulled one fuse to use for something else and it made one of my headlights dim. Wierd I know but check all your fuses.
