CEL on but no codes stored

I have a 92 JDM GT4 and my check engine light is on. When I jumper E1 and Te1( I verified multiple times that I jump the correct pins) the light just flashes as if there is no codes stored.

I was able to get the light to go out with a load put on the car. As soon I go back to normal driving the light will come back on.

I have pulled the EFI fuse and left it over night and I pulled the ground wire on the battery for about 30 min. When you start the car the light comes back on.

Any help would be awesome.

My guess would be it's not getting one of the signals that it needs to know the engine is running, so it thinks it's in the state where the key is turned to ON but you haven't started it yet. Maybe a bad sensor or a failing cap in the ECU?

I am going to pull the ECU and see if I have any bad caps. I suspect that the issue is in the ECU.

Well I think I found the problem. My ECU has a couple bad caps.
